 Offset Requirements

Offset Quality

To ensure offsets of high environmental integrity, the Ministry of Environment has developed a provincial Emission Offsets Regulation that builds on internationally recognized criteria and standards common to offset systems. The offsets we will deliver:

  • are located in B.C.,
  • have started or will start after November 29, 2007, and
  • meet the criteria outlined in the provincial Emission Offsets Regulation.

The regulation follows a criteria approach in which the project proponent makes assertions in project documents, which are evaluated by independent validators and verifiers. The Ministry of Environment is currently developing a detailed guidance document to the regulation, with publication expected in the first half of 2009.

Protocols

A protocol is a detailed, project-specific set of instructions on how to carry out an offset project. A protocol may include information on standard approaches, equipment, procedures and requirements for project development, operation, monitoring, calculation, reporting and verification. Protocols employed must be structured to meet the eligibility criteria for offset projects under B.C.’s Emission Offsets Regulation.
