 Protocols

A protocol is a detailed, project-specific set of instructions on how to carry out an offset project. A protocol may include information on standard approaches, equipment, procedures and requirements for project development, operation, monitoring, calculation, reporting and verification.

Pacific Carbon Trust is in the process of developing protocols to help project proponents quantify their carbon offsets. Suggested protocols have been reviewed by an independent third party for their general quality and consistency with BC’s Emission Offsets Regulation under the Greenhouse Gas Reduction Targets Act. They have not been officially designated under this Regulation as protocols that must be used by project proponents, but can  help guide project proponents in developing greenhouse gas (GHG) offset project plans for the noted sectors and/or projects.

Where a protocol has not been suggested, proponents are encouraged to adopt an established protocol of recognized origin, adapted as necessary to B.C. The Clean Development Mechanism under the Kyoto regulatory system is a source for numerous expert and publicly reviewed methodologies. Government is working to develop further guidelines and information about protocols and their use in B.C.
