D. Scott MacDonald was appointed Chief Executive Officer for Pacific Carbon Trust on May 1, 2009. As CEO he has overall responsibility to set the strategic direction for the Crown Corporation. In the start-up phase, Scott was responsible for PCT’s governance structure and staffing; his current focus is to provide the direction needed for PCT to become a leader in the BC carbon offset market, setting the standard for credible, high-quality BC greenhouse gas offsets to help clients meet their carbon reduction goals and support the growth of BC’s low-carbon economy.
Scott has extensive leadership and public sector experience. A former Assistant Deputy Minister for the BC Ministry of Education, he developed his career shaping the BC school system, from his role as a classroom teacher on Vancouver's east side, to setting provincial education policy and curriculum standards. Scott was instrumental in creating and implementing world-leading information management systems for use in BC schools and led the provincial Green Schools Strategy in response to growing concern over climate change.
A native of Edmonton, Alberta, Scott achieved his undergraduate degree from the University of Alberta, followed by a Masters of Business Administration from Royal Roads University.
Scott is an avid cyclist and for the past 18 years has completed his daily commute to work by bicycle in an effort to stay healthy and reduce his personal carbon footprint. Scott lives in Victoria, BC with his wife and two daughters.
As Managing Director of Market Strategy and Operations, Su-Lin Shum engages with suppliers, clients and other stakeholders interested in reducing emissions and building BC’s carbon markets. As well, Su-Lin leads the development of PCT’s strategic direction and all aspects of PCT’s corporate operations.
Carrying out a number of “firsts” for the organization, Su-Lin designed PCT’s corporate foundation and led the company through its first business cycle. This included contract negotiations for the purchase of over 300,000 tonnes of offsets and delivery of these offsets to major clients, including the provincial government to meet its carbon neutral commitment. Su-Lin's market strategy role focuses on assessing new business opportunities and market research.
She has over 20 years of experience in strategic planning, policy development, performance management and corporate operations. Her work within the broader public sector has involved major policy/regulatory initiatives and executive level responsibilities in the areas of finance, natural resources, environment, health and social services.
Su-Lin has served on a number of Boards of Directors and has been a frequent speaker at national and provincial conferences.
Andrew Dooner is the Managing Director of Pacific Carbon Trust's Strategic Acquisitions group. Andrew is responsible for leading PCTs acquisition team, shaping and streamlining PCTs due diligence and acquisition process for GHG reduction projects. Andrew also leads professional development at Pacific Carbon Trust.
Prior to joining Pacific Carbon Trust, Andrew was a management consultant with the global strategy consulting firm McKinsey & Company, based out of their Toronto and Amsterdam offices. Andrew brings to PCT experience that spans across corporate strategy, mergers & acquisitions, climate change topics, gained from working with clients around the world in the energy, heavy industrial, mining and transportation sectors.
Andrew has recently relocated to Victoria with his wife Andrea to take on his new role with Pacific Carbon Trust.
David Moffat is Managing Director, Business Development at Pacific Carbon Trust, responsible for offset supply development, client relations and marketing.
David brings extensive experience in business development from his work at Clark Sustainable Resource Developments, where he was responsible for strategic marketing and sustainability, and at DEKA R&D Corporation, where he led business development for clean power and water purification technologies.
With The Nature Conservancy David structured and negotiated conservation real estate transactions. Earlier, David directed development projects for the World Bank and founded an NGO in Africa. David received an MBA from Harvard Business School. He also holds a Masters of Environmental Management from Yale University’s School of Forestry and Environmental Studies, and serves on the alumni board.
In his (increasingly rare) spare time, David gets up too early in the morning to row.
Michael D’Antoni is a Business Development Associate at Pacific Carbon Trust, part of the team responsible for offset project development and growing the low carbon economy in BC.
Michael joins Pacific Carbon Trust from the British Columbia Ministry of Energy Mines and Petroleum Resources as a Senior Advisor. Michael has worked on a number of diverse portfolios, ranging from oil and gas to energy efficiency and geothermal energy , focusing on quantitative financial analysis.
Michael is a trained presenter on climate change issues for the Climate Project Canada. He grew up in Calgary, Alberta, completing an undergraduate degree from the University of Calgary and working for Alberta Finance before moving to Victoria to complete an MBA at the University of Victoria.
In his spare time, Michael mountain bikes, snowboards and is still trying to learn to surf.
Raechel Gray is a Finance Associate with Pacific Carbon Trust, responsible for financial analysis, systems management and reporting.
Prior to joining PCT, Raechel worked at the provincial ministry of Housing and Social Development, where she was responsible for reconciling the bank accounts that issue the Province’s monthly income assistance payments.
Her background includes over 15 years of accounting, including extensive management, financial and budgeting experience. Prior to her employment with the provincial government, Raechel worked at a local Chartered Accountant’s office, during which time she received her Advanced Certificate in Accounting and participated in more than her fair share of tax seasons.
Raechel lives in Victoria with her husband, daughter and son. When she’s not crunching numbers, Raechel enjoys soccer, running and taking her kids to various sporting events.
Hope Hickli is a Marketing and Communications Associate at Pacific Carbon Trust.
Prior to joining Pacific Carbon Trust, Hope served as a Public Affairs Officer with the Province of BC, responsible for implementing government communications, including special events and announcements, news releases, speeches, web content and briefing materials. During her six years with the BC Public Service, Hope served at the Ministry of Tourism, Sport and the Arts, Ministry of Energy Mines and Petroleum Resources, Ministry of Transportation and Ministry of Forests.
During the nine years prior to joining government, Hope worked as a Producer and Designer at Disney Interactive, creating and managing the production of more than a dozen interactive edutainment CD-ROMs for children. During that period, she also authored two interactive books for Fisher-Price.
At the Canadian Broadcasting Corporation (CBC) in Toronto, Hope worked in publicity and promotions at CBC International Sales, creating marketing materials for international television sales conferences in Europe and North America. Also in Toronto, Hope worked in media relations at the Royal Ontario Museum.
In her spare time, Hope enjoys running, the culinary arts and spending time with her daughter. Hope is also a dedicated Francophile.
Blair Matheson has been with Pacific Carbon Trust since January 2009. The Finance and Operation Associate is responsible for corporate finances, information technology and facilities.
Prior to joining PCT Blair was the principal of a successful consulting firm specializing in finance and change management for clients within government, the broader public sector and private industry. His background includes 20 years within government working in a variety of ministries at the management level providing financial and administrative services. While in the provincial government, Blair spent several years in the Ministry of Environment, where he developed a personal interest in pollution prevention and global warming.
A native of Edmonton, Alberta, Blair obtained an undergraduate degree in kinesiology from the University of Alberta. After moving to Victoria in 1981, he qualified as a Certified Management Accountant and has diplomas in business administration (Camosun College) and E-Commerce (BCIT).
Outside work Blair spends his time volunteering, is engaged in a variety of fitness activities and struggles at the game of golf.
Blair lives in Victoria, BC with his wife and daughter.
Jeff Monty brings over 31 years of forestry experience to his role as Pacific Carbon Trust’s Forestry and Agriculture Associate. A professional forester, Jeff has broad experience in both the public and not-for-profit sectors.
At the British Columbia Ministry of Forests and Range, Jeff was manager responsible for scaling, cruising and waste assessments for the province. Jeff also served in the Forest Inventory Branch of the ministry, completing BC’s first carbon analysis of Crown land.
As President and CEO of Tree Canada Foundation, Jeff and his team raised $3.5 million in sponsorships and donations, resulting in the planting of over 76 million trees across Canada. Their work garnered a runner up prize at the prestigious 2007 Canadian Environment Awards.
At the Department of Indian and Northern Affairs in Whitehorse, Yukon, Jeff acted as Regional Manager of Forest Resources, responsible for forest planning, inventory, forest renewal, land claims implementation, harvesting, regulations and stumpage.
Jeff received his BSc in Forestry from the University of New Brunswick. He also holds a Certificate in Public Administration from the University of Alberta. He is a certified association executive (CAE) and registered professional forester (RPF) in BC.
At home and at work, Jeff is a passionate advocate for the environment.
Rick Nelson is Finance Associate at Pacific Carbon Trust, responsible for financial operations, policies and reporting.
Rick has extensive experience in developing and implementing financial systems, policies and processes for public sector organizations. Prior to joining PCT Rick was the Corporate Controller for Tourism British Columbia, responsible for financial operations, contract management and risk management. He has 23 years experience working in the public sector including a variety of ministries and the Comptroller General’s Office, in addition to Tourism BC.
Originally from Kamloops, BC, Rick moved around the province with his family until settling in Victoria in 1975. He attended BCIT (Engineering) and the University of Victoria (Economics) before qualifying as a Certified General Accountant (CGA).
In his free time Rick is an active dad, Little League Baseball coach and treasurer for his son’s hockey team and. Rick also sits on the board of directors for the Broadmead Care Society which operates The Lodge at Broadmead, a 225 bed complex care hospital.
Rick enjoys cycling and downhill skiing in his spare time, and lives in Victoria, BC with his wife, Karen and his son, Alex.
Sheila Purdy is the Associate of Executive Operations at Pacific Carbon Trust, providing executive assistance to the CEO and management team as well as overseeing the day-to-day administrative operations for the corporation.
Having worked for the BC provincial government for the past 17 years, Sheila brings extensive experience in office management and administrative support. She has been involved in numerous committees and working groups, both internal to government as well as those involving outside agencies.
Sheila plays on a women’s ice hockey team and most weekends can be found in the bleachers of various local arenas watching her son play. Other interests include camping, travelling and spending time with her family.
Sheila lives in Sooke, BC with her husband, daughter and son.
Monique Sarrazin provides administrative support to Pacific Carbon Trust.
Monique has extensive experience in the administrative and financial fields, including service in the Canadian Forces as Resource Management Support.
Serving proudly at a variety of static units across Canada and in Operational Theatre, including two tours onboard Her Majesty’s Canadian Ships’ (HMCS HURON and HMCS OTTAWA) and one tour in the Middle East, Monique earned the distinguished South-West Asia Service Medal (SWASM) in support of Op Apollo.
Monique enjoys living in Victoria and in her spare time can often be found either volunteering in support of local charity and entertainment events, or out and about photographing the flora and fauna of the island’s trails and beaches.
Suzanne Spence - Associate, Strategic Acquisitions
Cameron Stonestreet is Business Development Associate at Pacific Carbon Trust, responsible for sourcing carbon offsets, market and policy analysis and client relations.
Cameron brings extensive experience in policy and market analysis from his work as a contractor in the Natural Resource sectors and the Pacific Forestry, where he was responsible for socio-economic analysis related to British Columbia’s forest epidemic.
Natural resource and sustainability issues informed much of Cameron’s most recent work with the BC Ministry of Energy, Mines, and Petroleum Resources as a Senior Analyst/Regulatory Economics for the Electricity Sector. While there, Cameron provided much of electricity sector economic analysis, developed regulations for remote community electrification and led files related to international treaties and negotiations.
Cameron has a Master’s of Economics from the University of Victoria specializing in Labour and Natural Resource Management.
In his spare time, Cameron travels extensively, downhill skis and hikes.
Theresa is a Market and Business Development Associate at Pacific Carbon Trust, responsible for market analysis and development. She helped to guide the company through its first business planning cycle.
Prior to joining Pacific Carbon Trust, Theresa was a consultant, providing market research, strategic planning, policy analysis, and communications for both public and private sector organizations. She brings broad experience to PCT in research, analysis and planning for new market entry, product development and organizational planning in the advanced technology and telecommunications sectors, education, health and government. Prior to consulting she worked as a member of Ministry of Finance’s Treasury Board Staff.
Away from work, Theresa enjoys hiking, gardening and spending time with her family.
Ron Zeilstra leads the offset procurement activities at Pacific Carbon Trust, responsible for contracting offsets, contract negotiations and finalization, and ongoing contract management.
Ron is a seasoned economic development professional with over 20 years’ experience specializing in oil and gas, electricity, and mineral industry sectors. Ron spent the last 11 years of his career with Columbia Power Corporation, a BC government Crown Corporation developing green run-of-the-river hydroelectric power plants in southeastern BC.
Ron has an MBA from the University of Alberta and an undergraduate Geology degree from the University of Manitoba.
Ron enjoys his hobbies of rock collecting and fly fishing.
