We operate under a Shareholder’s Letter of Expectations that outlines the corporation’s and the shareholder’s responsibilities and is jointly signed by the Minister of Finance and the Chair of PCT.

Chris Trumpy was born in British Columbia and obtained a Bachelor of Commerce degree from the University of British Columbia in 1978. He holds a Certified General Accountant designation.
He joined the provincial government in 1979 and worked in a wide range of areas in the Ministry of Finance including tax, fiscal, social and economic policy.
In February 1998, he was appointed Deputy Minister, Ministry of Finance and Corporate Relations.
In June 2001, he was appointed Deputy Minister, Ministry of Provincial Revenue.
In June 2004, he was appointed Deputy Minister of Sustainable Resource Management and became Chair of Land and Water British Columbia Inc.
In June 20, 2005, he was appointed Deputy Minister of the Ministry of Environment (formerly the Ministry of Water, Land & Air Protection).
Effective July 9, 2007, he was appointed Deputy Minister of the Ministry of Finance and Secretary to Treasury Board.
In March 2008, he became Chair of the Board of Directors for Pacific Carbon Trust (PCT) and in January 2010, was appointed to the Puget Sound Energy and Puget Energy boards. Mr. Trumpy retired from the provincial government in March 2009 but continues his work with PCT.

James joined the BC Public Service in 1995 with what was then the Ministry of Employment and Investment.
Prior to his appointment as Deputy Minister of Education in January 2008, he served as Deputy Minister of the BC Public Service Agency, Assistant Deputy Minister and Executive Financial Officer at the Ministry of Children and Family Development and held senior management positions with the Ministry of Advanced Education, Partnerships BC and Treasury Board Staff in the Ministry of Finance.
In February 2009, he was appointed as a member of the Board of Directors of Pacific Carbon Trust.

Dr. Heather Holden is an investment advisor with ScotiaMcLeod.
Previously, Dr. Holden was an assistant professor in the Department of Geography at the National University of Singapore and an instructor in the Department of Geometrics at the British Columbia Institute of Technology. She has also served as executive director of Pacific Ocean Shelf Tracking Project of the Vancouver Aquarium and director of the Centre for Studies in Risk, Regulation and the Environment for the Fraser Institute. Active in her community, Dr. Holden acted previously as chair of the Vancouver Park Board and as a trustee of the Vancouver Public Library Board. She is a director of The Nature Trust of British Columbia and Big Sisters of BC Lower Mainland.
Dr. Holden holds a PhD from the University of Waterloo in the field of satellite remote sensing.

James Mutter is a lawyer with Benson Salloum Watts, specializing in corporate finance, mergers and acquisitions, particularly in the technology field.
Previously, he was a senior client partner at Korn/Ferry International. Mr. Mutter is co-founder and former chair of the board of directors of Apparent Networks, a Vancouver-based network intelligence software company, and former partner at Fasken Martineau. He also served as president of the Premier's Technology Council.
Mr. Mutter holds a bachelor of business administration from the University of Prince Edward Island and a bachelor of laws from the University of Calgary.
He currently resides in Kelowna

Michael H. Watson is the President and Principal of Ignite Management Services Ltd., which specializes in providing facilitation and strategic planning services to mid-size companies. Through Ignite, Mr. Watson brings his unique approach to leadership directly to organizations to help them build and execute strategies that differentiate them from the pack.
Raised in Trail, British Columbia, he moved to Vancouver in 1984 to attend at the University of British Columbia where he obtained his Bachelor of Science Degree in Agricultural Economics. On completion of his degree, Mr. Watson joined the TD Bank where he spent the next fourteen years of his career in progressively senior management roles. He left TD Bank to join North Shore Credit Union where he served as Vice President of Retail Banking overseeing the branch network, call centre, investment and insurance divisions, and marketing. In 2006, Mr. Watson left NSCU to form his own consulting firm, Ignite Management Services Ltd.
Throughout his career, Mr. Watson has been active in the community. A proud resident of North Vancouver, he has coached in both the Lynn Valley Soccer Association and North Shore Girls Soccer. He has served as a Director of the Lion's Gate Hospital Foundation and is Past Chair of the North Vancouver Chamber of Commerce. Mr. Watson was also involved as the First Vice-Chair of the British Columbia Chamber of Commerce, an organization representing more than 30, 000 businesses in 120 communities throughout British Columbia.
